Improvement and strengthening of institutional set-up and legal framework in the area of public procurement and State aid

Effective, open and fair public procurement system brings benefits to all stakeholders and supports good governance. That is why today it is more important than ever.

This project aimed to increase the efficiency, effectiveness and transparency of public finance management in Montenegro by enhancing the legal and operational framework for both the public procurement system and state aid system.

The project activities focused on strengthening the institutional capacities of the Agency for the Protection of Competition and the Directorate for Public Procurement Policy, as well as the capacities of private operators in the area of public procurement and State aid. It also supported further alignment of Montenegrin legislation with the EU acquis and promoted the rule-following culture in this area.

Those activities resulted in reinforced fight against corruption and better management of the State aid control system and of public procurement rules in the country. The project also led to the conclusion of cases of follow-up control of non-notified (unlawful) State aid, as well as to the establishment of a State aid register.

Implemented by the NGO Monitor Center for Media and Democracy, with an aim to help reducing the level of peer violence against Roma youth. In order to raise awareness of peer violence against members of the Roma community, this sub-grant included production of several research articles. In the research process were also involved journalists from the Roma portal “Romalitika”.
