Improving the legal framework, practices and oversight of financing election campaigns: Clean Money – Fair Elections

Transparency in the funding of election campaigns and political parties is at the heart of a democratic society and its anti-corruption agenda. It leaves less room for illicit practices, undue influence on political entities and voters, as well as misuse of public funds for election purposes.

This project was aimed at reducing political corruption and ensuring transparent and accountable financing of elections, in line with international standards and by improving the legal framework and practices in Montenegro.

During its implementation period, it was focused on:

  • Improving transparency, accountability and oversight of the funding of election campaigns, in line with international standards and best practices from other countries, particularly through adopted amendments to the Law on the Financing of Political Parties and Election Campaigns, the Law on Prevention of Corruption and at least three bylaws;
  • Making available to the public in a user-friendly manner more accurate information on incomes and expenditures of political parties for the 2020 parliamentary election campaign and pre-election expenditures of institutions and state-owned companies with the highest risk of misusing public funds;
  • Identifying and reporting to institutions possible irregularities in the funding of the 2020 parliamentary election campaign. Furthermore, oversight practices were adequate in at least 70% of reported cases, while a comprehensive and objective assessment of the implementation of the new legal framework was made available to the public and all stakeholders.

The project ended in April 2021.

Implemented by the NGO Monitor Center for Media and Democracy, with an aim to help reducing the level of peer violence against Roma youth. In order to raise awareness of peer violence against members of the Roma community, this sub-grant included production of several research articles. In the research process were also involved journalists from the Roma portal “Romalitika”.
