Improving the lives of LGBT people in Montenegro: A systemic and integrated approach

The prohibition of discrimination and protection of human rights are important elements of the legal order of the European Union, whereby sexual orientation is recognised as one of the grounds of discrimination. This project aimed at contributing to the development and consolidation of democracy, the rule of law and respect for all human rights and fundamental freedoms in Montenegro. The specific objective of the action involved strengthening civil society and local communities in supporting and promoting the human rights of LGBTI people.

The project consisted of five coherent and interconnected clusters, related to:

  • Decentralization and synchronization of interventions to decrease homophobia/transphobia among the general population, especially among local communities;
  • Creation and adoption of adequate strategic and legal documents regarding quality of life of LGBT persons;
  • Improved access to justice;
  • Improved access to health, education and social care services;
  • Improved social reality around human rights of LGBTI persons.

 

During the two-year implementation period, the project showed that the decentralization of activities is of utmost importance for creating the conditions for the strengthening of LGBTI communities in all municipalities.

The project ended in December 2019.

Implemented by the NGO Monitor Center for Media and Democracy, with an aim to help reducing the level of peer violence against Roma youth. In order to raise awareness of peer violence against members of the Roma community, this sub-grant included production of several research articles. In the research process were also involved journalists from the Roma portal “Romalitika”.
