Tax administration may play a powerful role in the efficiency of the economy. That is why improvement in the tax administration system is a never-ending process.
This project focused on providing support to the Tax Administration of Montenegro and strengthening its administrative capacities. It led to the development of a set of recommendations for further alignment of the national legal framework with the EU acquis in the area of tax and excise policy, as well as to the establishment of an efficient training programme for the Tax Administration staff. Furthermore, it resulted in the establishment of the Central Liaison Office, detailed analysis of the existing IT capacities, as well as in the definition of requirements for interconnectivity and interoperability with the tax administration systems in EU Member States.
All of this contributed to a greater degree of compliance with tax regulations, greater collection of revenues for the benefit of all Montenegrin citizens, as well as to creating a competitive and stable tax system in the country. In short, this project made a contribution to meeting the requirements set out in Chapter 16 – Taxation in the negotiation process for Montenegro’s accession to the European Union.
