Strengthening the operational capacities of the EAM to deliver the active policy on employment of Montenegro through digitalisation

The European Union places great emphasis on better understanding of labour market needs and skills matching, as well as providing support to unemployed and active job-seekers.

In Montenegro, the Employment Agency of Montenegro (EAM) is working with employers and job seekers to facilitate a successful job match. As better labour market governance is linked to better employment outcomes and better services for all job-seekers and employers, this project is aimed at strengthening the administrative and technical capacities of the EAM.

More precisely, there are two project objectives: to improve the efficiency of the EAM in the delivery of inclusive and people-centered services to its clients; and to put in place the pre-conditions for the implementation of the ICT reform of the EAM’s service delivery.

The project will make sure the new procedures make use of the ICT platforms and that the competencies of the EAM’s counselors are upgraded. This will ensure that the time jobseekers spend with the counselors will be of better quality. In short, all the before mentioned upgrades will contribute to unemployment reduction and further development of the local labor market.

Implemented by the NGO Monitor Center for Media and Democracy, with an aim to help reducing the level of peer violence against Roma youth. In order to raise awareness of peer violence against members of the Roma community, this sub-grant included production of several research articles. In the research process were also involved journalists from the Roma portal “Romalitika”.
